Sa aking karanasan, sa simbahan na nagturo at nagpalakas sa aking paniniwala bilang isang Kristyano, sa aking pakikipag-ugnayan at pakikiisa with different sectors and other cause-oriented and optimistic groups, I had observed the real situation of every individual on their responsibility and response to the challenge for sustainable development in the community. My 18 years of experience, as a part of the legislative body, had opened my mind, eyes, ears, and heart to become more understanding and sensitive; na marami pala tayong magagawa at dapat pang gawin sa bayan na ito, upang maipakita natin na tayo’y karapat-dapat sa katungkulan na ating kinalalagyan. I also observed that serving the people might be a sacrificial lamb.  It is sad to note, nasaktan po ako, because I am a man created by God in his likeness. But my mandate and supreme duty as local chief executive is to protect the life and property of the 37,000 plus population of San Isidro. It is my mandate to manage the resources of LGU. Our LGU is not an agency for employment but an agency to deliver basic services, to protect and to manage the movable, intellectual, and even immovable properties of this locality by providing different projects/programs and activities for a sustainable development which was entrusted and vested upon me by God and pursuant to our Constitution and by laws and the Republic Act 7160 otherwise known as Local Government Code of 1991. 

 

              Last campaign period, isinigaw natin ang  aking Flagship o 8 point agenda “I HELP YOU” . Hindi ito isang salita, hindi rin ito isang kathang isip lamang. But rather, it is a feeling or emotion and observation that this is what our municipality need and this is what I want to do, so that the 37,000 plus population will surely receive genuine public service.

 

              My stewardship and administration would be a SMART one -because I will not allow “Mamaya na habit”. I will not allow unwilling public servant including employees on their job assignments. Hindi ako papayag na hindi matapos ang lahat na proyekto na ilalaan para sa San Isidro during my term. Hindi ako papayag na hindi maipatupad ang lahat na programa ayon sa ating Annual Investment Plan. Palakasin natin ang Moral Recovery Program. Kaya inaasahan ko na ang lahat na sekta o mga religious leader ay magtutulungan sa hangaring  ito.

 

              Yes, we all know that we have the 20% MDF; I have in mind the possibility of increasing this up to 25%  so that we can offer more infrastructure projects to the barangays  and other institutions.

 

                Akong gipanawagan ang barangay officials sa ilang pagsuporta sa akong administration. Humana ang election, nasayud ko nga  aduna kitay different colors, apan ato kining himoon nga sama sa bangaw nga maghatag ug timaan sa paglaum. Ug sa dili pa maghimo ang MDC sa plano ug implementasyon sa mga proyekto, monaog ako sa mga barangay aron sa paghisgot uban sa mga barangay officials og mga tawo sa nag-unang mga panginahanglanon sa barangay.

 

                Let’s utilize the 20 or 25% MDF pursuant to the implementing guidelines and the basic infra-need/ demand of the people.

 

               As of now, there is a need for public market rehabilitation, repair of fence, installation of street lights in the Poblacion area, and construction of  additional concrete canals. Gagawin natin ang ating palengke na totoong pamilihan ng bayan, hindi tirahan o tambayan. Let’s allocate funds for farm to market roads maintenance, installation of communication facilities in barangays without signal, installation of information center per barangay and the completion of our new gym through Congresswoman Thelma Almario and continuation of niches fence.

 

           On health services, let’s increase the number of Philhealth members; the birthing clinic will be operationalized - let’s us acquire complete facilities, assign a regular nurse and a midwife to assist clients.  There will be one midwife per barangay, free transportation during emergency for indigent patients  to the hospitals, allocate funds for malnourish children through supplemental feeding program, increase allocation for health services and medicines and the institutionalization of the  BHW.

 

               On environment, let’s free San Isidro from destructive mining that can destroy and damage the whole environment. Let’s allocate enough funds for organization and operation of bantay gubat.  Bigyan natin sila ng karagdagang hanapbuhay sa pamamagitan ng paggawa ng Seedling’s Nursery. We will allocate funds for rubber plantation. Rubber trees are highly recommended because at the same time it can generate income.

 

              Let’s protect our watershed. Each barangay is encouraged to identify a protected area and establish a tree park.  We will conduct tree planting activities to the identified protected areas. Pangangalagaan at pahahalagahan natin ang Inang Kalikasan. Higit na ipagbabawal ang pagputol ng mga punongkahoy sa identified protected areas at kung saan-saan na walang pahintulot sa ating pamahalaan. We will identify an area for cutting of trees specifically for lumber and firewood.

 

              Let’s allocate fund for the organization and operation of bantay dagat . Tuturuan natin ang mga mangingisda na pahalagahan ang yamang dagat at kung paano ito pauunlarin. We will establish more fish sanctuaries through planting of more mangroves. Let’s empower our fisher folks to become more responsible steward and manager of the coastal eco-system and marine resources.

 

               At tungkol naman sa suliranin ng basura na siyang isang sanhi ng mga epidemya, magkakaroon tayo ng Clean, Green and Bloom Program- per household, per purok and per barangay at maglalaan tayo ng pondo para sa kaakit-akit na papremyo for a better environment. The LGU will provide seeds for backyard and communal gardening, strictly implement “no segregation no collection of garbage”. We have the MENRO and the Sanitary Inspector to assist us in the implementation of these environmental concerns.

 

               Maraming naghihirap sa atin ngayon at walang sapat na kita  upang tustusan ang pang araw-araw na pangangailangan ng bawat pamilya, lalong-lalo na sa kakaramput lamang ang lupaing sinasaka. Kaya palalakasin natin ang agrikultura sa pamamagitan ng pagtatanim din ng mga   saging  as         intercrops.                                                                                                                                                                                                                                                                          Magpapatayo tayo ng banana cottage industry sa mga barangay na ang unang produktong-agrikultura ay saging. Ayon sa data ng DA, 60 tons bawat buwan ang ating masusupply; ang layunin kong ito ay upang ang bawat pamilya”y magkakaroon ng dagdag na kita. Ang mga Agriculture technician natin  ay doon na sa bawat barangay mag-oopsina; one technician per barangay. Ipagpapatuloy natin ang animal dispersal program at gagawin natin itong kaaya-aya at hindi kahina-hinala.

 

              Sisiguruhin ko na ang kapayapaan at kaayusan ( Peace and Order ) sa ating bayan- sa pamamagitan ng police visibility at gagawin ko na ang mga police personnel natin ay magiging tunay na kaibigan at kanilang pangangalagaan ang karapatan ng bawat mamamayan, I’m not anti-police; but rather, I am an anti-bad police; I am a pro-good police. We will strengthen and make our tanods responsive and more functional. Let’s make the tanod as police auxiliary unit.

 

              For youth development,  the LGU will provide complete sports facilities per barangay such as boxing, karatedo, basketball, volleyball and billiard as an alternative program/activities to divert the attention from using illegal drugs and other vices that can affect their good future. Let’s develop their skills and talents through providing combo (band) facilities and launching regular battle of the bands and dances competition. Atong doblehon ang mga skolar sa college per barangay and encourage our youth to avail of TESDA scholarships.                                                                                                                                                                                              

 

                We will utilize the special educational fund (SEF) properly and consultatively, pursuant to the implementing guidelines for the utilization of said fund. Bibigyan natin ng katuparan ang kasabihan ni Dr. Jose Rizal na “Ang kabataan ang  pag-asa ng ating bayan”.

 

              With regards to the other opportunities – mayroon tayong 4P’s o Pantawid, Pamilyang Pilipino Program under the DSWD. Sa ngayon mayroon tayong mahigit 500 indigent beneficiaries. We will be having free cataract operation through the assistance of a UCCP foundation. We will train our BHWs and midwives to identify persons who have cataract, so that the doctors will only then come for consultation and conduct the operation. We will invite a housing developer to construct additional housing units for indigent families. Let us invite entrepreneurs or investors to our municipality to lessen unemployment. Mayroon tayong MRDP.

 

              Unity and linkages with the different sectors such as the women’s, different government agencies, the academe, farmers, fisher folks, PO’s, senior citizens, religious groups, barangay officials -  are also a big factor for development. Let’s have a continuous dialogue/consultation with them. Magkakaroon tayo ng government on wheels for the sharing of ideas and concerns, identifying roles and consolidating programs and plans for implementation. Let us institutionalize the purok officials as an implementing arm for delivering basic services.  Monaug usab uban kanako ang department Heads diha sa mga barangay to assist the barangay officials. If President Aquino says “kayo ang boss ko”, ngayon sasabihin ko sa inyo kayo ang partner ko, kasama, kabalikat sa pagpapaunlad ng bayang ito.

 

              For this administration, walang sino man ang hindi kasama sa lahat ng programa, sa pagpaplano at lalong-lalo na sa mga pangyayaring politika, ekonomiya, at socio-cultural sa bayan na ito. Hinirang ninyo ako bilang alkalde; ibabalik ko sa inyo ang totoong serbisyo. And I know all of these will be achieved through my mission- “I HELP YOU “ by electrifying the machine “ EFVS “ an Effective, Focus, good Values and Systematic administration because “ GOD WILL PROVIDE “.
